Every rule in the library, with its citation.
Each rule names the regulation, system guide, or agency document it comes from: the citation an auditor would demand. Rules built on practice rather than regulation say so plainly and only ever render as advisories. If you find an error, tell us. We’d rather fix a rule than defend one.

What Debenda will never tell you
We never say “approved for payment.” Only the government approves payment. We tell you what the rules say and what historically gets bounced, with the citation attached.
